Maraton, a populist demagogue has left America in the wake of riots in Chicago (Haymarket? Pullman?) which have killed several protesters. He arrives in England in 1914 which is riven by class warfare and teetering on the brink of war with European enemies. He is greeted by Julia Trendheim and her brother, fervent Jewish socialists, who have long awaited his coming. But first he meets with the Prime Minister, Lord Foley, and encounters his beautiful niece, Lady Elizabeth.
Maraton espouses a radical program of general strikes to bring all of English industry to it's knees, and begin a decades long struggle for redistribution of wealth. In many eloquent speeches he argues for the cause of the poor. Lord Foley, on the other hand, sees England's enemies waiting for a massive labor action to cause the country to fall apart, at which time they will invade and conquer. Maraton is besieged by opposing forces who try to draw him to their side Labor Party MP's, foreign agents, the distinquished author Selingman, and the German ideologue Mar.
Before WW1, labor unrest, divisons of class society, and the advent of Socialism, Communism, and Syndicalism were the pressing political and social issues. The poor had been driven deep into misery by the industrial revolution, urbanization, and lack of education. This simmering stew is the subject of this interesting novel by E. Phillips Oppenheim. He portrays Labour Party rallies, unionist politicians, and upper class society with equal realism. Many speeches show the desperation of the poor, and the intrinsic appeal of socialism. Europe (particularly Germany) had preceded England in the empowerment of the workers. This was a threat to England both before and during the First World War.
